- A 1200 sq. ft. learning center, multi-purpose room, and photo lab were added to the Northeast Branch.

- The Mill St. Branch opened for service.

- The Rosewood Branch opened for service.
- 1997
- The Wichita County Teen Court was established and administered by the Boys & Girls Clubs of Wichita Falls.
- 1998 (March)
- An elementary size gymnasium and a learning center were added at the Rosewood Branch.
- 1998 (Fall)
- A new teen center was opened at the Southwest Club, replacing the former woodshop building.
- 1999 (Fall)
- New permanent aluminum bleachers and scorekeepers buildings were installed at the athletics complex at Lake Wichita Park.
